“He brought unity and order to the entire realm so that even today people enjoy his gift to them.” “If the government is entrusted to men of virtue, the state will be safe. If the heed is paid to the five grains, food will be sufficient. If mulberry and hemp are cultivated, the people will be prosperous. If the orders accord with the will of the people, they will be carried out as though inspiring awe.” Be like Earth. Be like Heaven. What partiality or favoritism have they? Be like the moon. Be like the sun. Such is the constancy of a true prince. He who examines the time, finds out what is applicable to them, and so is able to fill his offices with men of ability, may be elevated as a prince.
